An Act to empower the Borough Council of Masterton to raise a Special Loan in a Portion of the Borough for the Purpose of providing a Water-supply and Drainage-works for that Portion.

Preamble.

WHEREAS the Borough of Masterton comprises both town lands and country lands, and it is desired to provide the inhabitants of the town portion of the borough with a water-supply and drainage-works without burdening the inhabitants of the country portion thereof with any share of the cost, as they will derive no benefit therefrom:

Be it therefore enacted by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—

1 Short Title.

The Short Title of this Act is “The Borough of Masterton Water-supply and Drainage-works Loan Empowering Act, 1896.”

2 Boundaries.

It shall be lawful for the Council of the Borough of Masterton, by special order, to define the boundaries of a portion of the borough for the purposes of this Act, and such portion may include parts of wards, and need not consist of entire wards.

3 Power to raise loan and levy special rate.

The Council, with the consent of the ratepayers of the portion of the borough so defined,—

May raise a special loan not exceeding £30,000 for the purpose of constructing waterworks and drainage-works for the benefit of the portion so defined:

(2.)

May, by special order, make and levy a special rate on all property within the portion so defined to secure and pay the interest on and provide a fund for the repayment of such loan.

4 Consent of ratepayers to be ascertained.

The consent of the ratepayers to the raising of such loan shall be ascertained as provided by sections one hundred and eighty-five and one hundred and eighty-six of “The Municipal Corporations Act, 1886.”
