An Act to authorise the Christchurch City Council, the Riccarton Borough Council, the Lyttelton Borough Council, the Heathcote County Council, the Paparua County Council, and the Waimairi County Council to share the costs of providing, establishing, and maintaining a Town Hall in the City of Christchurch
WHEREAS the Christchurch City Council, the Riccarton Borough Council, the Lyttelton Borough Council, the Heathcote County Council, the Paparua County Council, and the Waimairi County Council have agreed to the provision and establishment of a Town Hall on certain land situated within the City of Christchurch and have made and desire to continue to make certain cash contributions towards the cost thereof and have further agreed to share the costs of raising by way of loan such additional money as may be required in this connection and to contribute proportionately to the repayment of the said loan and the annual charges thereof:
Be it therefore enacted by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:
1 Short Title
This Act may be cited as the Christchurch Town Hall Empowering Act 1968.
2 Interpretation
In this Act, unless the context otherwise requires, “contributing authorities”
means the Christchurch City Council, the Riccarton Borough Council, the Lyttelton Borough Council, the Heathcote County Council, the Paparua County Council, and the Waimairi County Council and, where necessary, includes the corporations of the City of Christchurch, the Boroughs of Riccarton and Lyttelton, and the Counties of Heathcote, Paparua, and Waimairi.
3 Contributions authorised and validated
(1)
Each of the contributing authorities is hereby authorised and empowered to contribute such sums of money as it deems fit towards the provision, establishment, and maintenance of a Town Hall in the City of Christchurch and the provision of suitable furniture therein.
(2)
All sums of money paid by any of the contributing authorities before the commencement of this Act in respect of the provision and establishment of such a Town Hall shall be deemed to have been lawfully paid.
4 Authority to enter into agreements
The contributing authorities are hereby authorised and empowered to enter into and execute from time to time an agreement or agreements relating to:
(a)
The extent to which and the proportions and manner in which the Christchurch City Council shall be reimbursed by the other contributing authorities in respect of the annual charges of any loan raised by that Council for the purpose of providing, establishing, and maintaining a Town Hall in the City of Christchurch:
(b)
The payment of contributions to the Christchurch City Council by the other contributing authorities in respect of the other costs incurred by that Council in providing, establishing, and maintaining such a Town Hall, and for the provision of suitable furniture therein:
(c)
The manner in which the amounts of any payments to be made to the Christchurch City Council by the other contributing authorities or any of them under any such agreement are to be determined from time to time:
(d)
Any other matter or thing connected with the provision, establishment, maintenance, and use of such a Town Hall.
