An Act to consolidate certain Enactments of the General Assembly relating to Training-ships.
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—
1 Short Title.
(1.)
The Short Title of this Act is “The Training-ships Act, 1908.”
Enactments consolidated.
(2.)
This Act is a consolidation of the enactments mentioned in the Schedule hereto, and with respect to those enactments the following provisions shall apply:—
Savings.
(a.)
All Orders in Council, orders, appointments, admissions, and generally all acts of authority which originated under those enactments, and are subsisting or in force on the coming into operation of this Act, shall enure for the purposes of this Act as fully and effectually as if they had originated under the corresponding provisions of this Act, and accordingly shall, where necessary, be deemed to have so originated.
(b.)
All matters and proceedings commenced under those enactments, and pending or in progress on the coming into operation of this Act, may be continued, completed, and enforced under this Act.
2 Training-ships.

The Governor may from time to time, by Order in Council gazetted, declare any ship belonging to or under the control of the Government to be a training-ship under this Act.
3 Officers.

The Governor may from time to time appoint such officers and instructors for any such training-ship as he thinks fit.
4 Regulations.

The Governor may from time to time, by Order in Council gazetted, make regulations—
(a.)
Prescribing the duties of officers and instructors of training-ships;
(b.)
Prescribing what provisions of the Acts affecting the Civil Service shall apply to such officers and instructors, and exempting them or any of them from all or any of the provisions of those Acts;
(c.)
Prescribing the mode and conditions of application by or on behalf of youths for admission to any training-ship, and of their admission thereto, and dismissal and discharge therefrom;
(d.)
Fixing amounts to be paid to or on behalf of youths so admitted;
(e.)
Providing for the maintenance, care, training, and education of youths so admitted;
(f.)
Providing for the discipline of all persons on board a training-ship, and for reasonable punishments and penalties for breaches of discipline; and
(g.)
Generally for giving effect to this Act.
5 Expenses.

All expenses incurred under this Act shall be paid out of moneys appropriated by Parliament for the purpose.
