Notwithstanding anything to the contrary in this Act, the Commission, a District Walkway Committee, or a controlling authority which is a department of State, with the prior consent of the Minister, may determine that any money received by it under this Act shall be expended for the purpose of developing, maintaining, protecting, improving, administering, and publicising any land that is not a walkway, if the owner or administering authority, and the occupier, of the land have—

Any agreement made under subsection (1) of this section may provide for the payment by the Commission, District Walkway Committee, or controlling authority of all or part of the reasonable legal expenses incurred by the owner, administering authority, or occupier in connection with the agreement, and for the payment of a reasonable sum, whether by way of an annual fee or otherwise, for the use of the land in accordance with the agreement.”
