Proposed amendments
Kennedy Graham, in Committee, to move the following amendments:
Clause 6
Subclause (2): to insert “and broadly representative of communities and organisations in Christchurch”
after “suitably qualified”
(line 23 on page 8).
To insert the following subclause after subclause (2) (after line 23 on page 8):
(2A) Membership of the community forum must be confirmed by a resolution of the House of Representatives.
Clause 7
To add the following subclause after subclause (2) (after line 5 on page 9):
(3) The Minister and the chief executive must have regard to any advice that they are given by the cross-party group.
Explanatory note
This Supplementary Order Paper amends the Canterbury Earthquake Recovery Bill. The people of Christchurch have a right to a say in how their city should be rebuilt. Currently, the proposed community forum will be hand picked by the Minister and this compromises its independence. The proposed amendment to clause 6 requires that membership be approved by the House of Representatives. The amendment to clause 7 provides that the advice from the cross-party group be taken into consideration to balance the extensive powers that are conferred on the Minister.
