Proposed amendments
Su'a William Sio, in Committee, to move the following amendments:
Clause 98
In the heading to clause 98, after “Police, Medical Officer of Health,”
(line 14 on page 80), insert “Boards of Trustees of every school and early childhood education centre within a radius of 3 kilometres,”

In clause 98(1)(c)(ii), replace “conveyance.”
(line 28 on page 80), with “conveyance; and”

In clause 98(1), after paragraph (c) (after line 28 on page 80), insert:
(d) Boards of Trustees of schools within a radius of 3 kilometres of the premises for which the licence is sought; and
(e) early childhood education centres within a radius of 3 kilometres of the premises for which the licence is sought.
In clause 98(3), replace “The Police and the Medical Officer of Health”
(line 31 on page 80) with “The Police, the Medical Officer of Health, Boards of Trustees of every school within a radius of 3 kilometres of the premises for which the licence is sought, and early childhood education centres within a radius of 3 kilometres of the premises for which the licence is sought”

Clause 100
In clause 100(1)(j), replace “the Police, an inspector, or a Medical Officer of Health made under section 98.”

In clause 100(1), after paragraph (j) (after line 10 on page 82), insert:
(k) whether schools or early childhood education centres are located near any proposed premises:
(l) the possible future impact of alcohol availability and advertising on young people.
Explanatory note
This Supplementary Order Paper amends the Alcohol Reform Bill by amending clauses 98 and 100 to provide an opportunity for schools within a radius of 3 kilometre to have their views taken into account when an application for a liquor licence in their area is made. These amendments acknowledge that children and young people are vulnerable to alcohol advertising campaigns and are influenced by the behaviour of adults. Boards of trustees are well placed to make decisions about the potential impacts of liquor licences on their schools and ought to be given a legislative foundation for receiving notification of applications and raising objections with the licensing authority.
