Proposed amendments
Phil Twyford, in Committee, to move the following amendments:
Clause 2
In clause 2, after subclause (1) (after line 6 on page 18), insert:
(1A) Sections 75 to 92 come into force 3 months after the date on which this Act receives the Royal assent.
In clause 2(2), replace “61 to 99”
(line 7 on page 18) with “61 to 74, 93 to 99”
.
Explanatory note
This Supplementary Order Paper amends the Alcohol Reform Bill to enable territorial authorities to commence work immediately on their local alcohol policies with sufficient time for the holders of licences to prepare for the changes these might require in their particular localities.
Many councils do not want to see a delay of 12 months before the legislative framework for local alcohol policies comes into force. This has been well signalled in the previous proposed legislation of 2008, which provided for local alcohol policies and which was discarded by the House after the 2008 election.
