Proposed amendments
Jan Logie, in Committee, to move the following amendments:
Clause 20
In clause 20, after new section 169 (after line 10 on page 31), insert:
169A Eligibility for Training Incentive Allowance
(1) The benefit authorised by section 124(1)(d) known as the Training Incentive Allowance (the allowance) is payable to a young parent in accordance with this section.
(2) A young parent is entitled to the allowance if he or she is—
(a) aged 16 to 18 years; and
(b) is a parent or step-parent of a dependent child or dependent children; and
(c) undertaking a course or training that is recognised for a qualification at level 4 or greater for the purposes of the New Zealand Qualifications Framework established under section 253(1)(c) of the Education Act 1989.
New clause 31B
After clause 31B (after line 34 on page 49), insert:
31B Eligibility for Training Incentive Allowance
The benefit authorised by section 124(1)(d) known as the Training Incentive Allowance (the allowance) is payable to a person who is the recipient of a benefit under section 27B (the domestic purposes benefit for solo parents), if he or she is undertaking a course or training that is recognised for a qualification at level 4 or greater for the purposes of the New Zealand Qualifications Framework established under section 253(1)(c) of the Education Act 1989.
Explanatory note
The Bill lacks provision for financial support to assist young parents on a youth benefit or individuals on a domestic purposes benefit to cover course and related costs towards qualifications at level 4 Qualifications Framework courses or above.
This Supplementary Order Paper will extend the current availability of the Training Incentive Allowance to include level 4 and above for this group. This will allow for the support required to complete tertiary study, hence improving employment prospects and income potential for these families. This reflects our commitment to support solo parents and young mothers and recognise the positive impacts of this on their children's futures.
In the case of young mothers this Supplementary Order Paper aligns with the purpose of the principal Act expressed in section 1A: to encourage and help young persons to move to education training and employment rather than to receiving financial support.
In the case of individuals on the domestic purposes benefit this Supplementary Order Paper aligns with the purpose of new section 60Q: to facilitate the movement into ongoing employment (as their parenting and individual circumstances allow), to provide opportunities for them to better improve their capabilities and preparation for employment, and to improve social and economic outcomes for them and their dependent children.
