Explanatory note
This Supplementary Order Paper removes provisions around strikes and lockouts from the Bill. The Bill as drafted adds overly prescriptive and complex notices for the most minor of industrial action and allows a wide and arbitrary power to deduct a worker’s pay for so-called partial strike action even when no loss of productivity of revenue as a result can be shown. These provisions are unnecessary and are likely to lead to a greater level of industrial action and litigation. Accordingly this Supplementary Order Paper removes the relevant parts of the Bill that make these changes to the Employment Relations Act 2000.
