Proposed amendments
Gareth Hughes, in Committee, to move the following amendments:
Clause 6
Replace clause 6 (page 8, line 4 to page 13, line 6) with:
6 New section 171A (Reporting of council composition)
After section 171, insert—
“171A Reporting of council composition
“(1) The council of an institution must report annually to the Minister on the demographics of the composition of its council by gender, ethnicity, age, and Māori representation.
“(2) A report made under subsection (1) must be included in the annual report of the institution and must be published on the website of the institution.”
6A Section 173 amended (Term of office)
In section 173(1), replace
“4”with“2”.
Explanatory note
This Supplementary Order Paper deletes Clause 6, ensuring greater democratic representation on University Councils by retaining the status quo. It retains the right for students to elect a representative to the University Council, ensuring greater input and transparency to the functions of the Council, which includes fee-setting.
This Supplementary Order Paper would ensure that tertiary institutions governance bodies accurately represent the demographics of their constituent staff and student communities.
This Supplementary Order Paper also limits the influence of the Minister over the governing body of the Universities, by limiting the term of office of any Ministerial appointments to not more than 2 years.
