Proposed amendments
Catherine Delahunty, in Committee, to move the following amendments:
Clause 96A
In clause 96A, in new section 139AB(3), replace “seclude”
(page 55, line 14) with “seclude or seclusion”
.
In clause 96A, after new section 139AE (page 56, after line 21), insert:
139AF Alternatives to physical restraint
The Secretary must implement a nationally funded and compulsory professional development process targeted at—
(a)
equipping schools and Boards of Trustees with the ability to identify and implement alternatives to the seclusion of a student or child (as defined in section 139AB(3)); and
(b)
supporting schools and Boards of Trustees to understand fully inclusive practice as a human rights issue for every child.
Explanatory note
This Supplementary Order Paper amends clause 96A in the Education (Update) Amendment Bill. New section 139AB removes the failed strategy of seclusion rooms, but the Bill does not providing any alternative support for the schools. This amendment provides that support.
