Proposed amendments
Chlöe Swarbrick, in Committee, to move the following amendments:
New clause 11A
After clause 11 (page 4, after line 14), insert:
11A Section 171 amended (Membership of council)
(1)
In section 171(1), replace “8, 9, 10, 11, or 12”
with “at least 12 and no more than 16”
,
(2)
Replace section 171(1)(a) with:
(a)
4 members appointed by the Minister by written notice to the council; and
Clause 12
In clause 12(1), replace new section 171B(2A)(a)(page 4, lines 24 to 33) with:
(a)
at least—
(i)
1 member is a permanent member of the teaching staff of the institution that the permanent members of the teaching staff of the institution have elected to represent them; and
(ii)
1 member is a permanent member of the general staff of the institution that the permanent members of the general staff of the institution have elected to represent them; and
Clause 13
In clause 13(1), new section 222AA(1), replace “8, 9, or 10”
(page 5, line 18) with “at least 12 and no more than 16”

In clause 13(2), new section 222AA(1A), replace “at least 8 members and no more than 10 members”
(page 5, lines 25 and 26), with “at least 12 members and no more than 16 members”

Clause 14
In clause 14(2), replace new section 222AD(4)(a) (page 6, lines 4 to 15) with:
(a)
at least—
(i)
1 member is a permanent member of the teaching staff of the institution that the permanent members of the teaching staff of the institution have elected to represent them; and
(ii)
1 member is a permanent member of the general staff of the institution that the permanent members of the general staff of the institution have elected to represent them; and
Explanatory note
This Supplementary Order Paper guarantees increased staff representation on tertiary and polytechnic councils by requiring one teaching staff member to be elected by teaching staff and one general staff member elected by the general staff. It removes the option to only have one staff representative. In addition, this Supplementary Order Paper increases membership of councils to at least 12 members, and no more than 16. This is to guarantee greater democratic representation, balanced decision making, and to reflect the strong will of a majority of submitters on this issue during the select committee process.
