Proposed amendment to SOP No 25

Hon Alfred Ngaro, in Committee, to move the following amendment:

Part 2, clause 59

In clause 59, replace inserted subclause (5) (page 58) with:

(5)

MSD may, on a case by case basis, do either or both of the following:

(a)

make the grant of an exceptional circumstances benefit subject to any conditions imposed by MSD:

(b)

impose on P the work-test or work-preparation obligations (and associated sanctions) attached to the equivalent benefit (if MSD is satisfied that P has the capacity to comply with those obligations).

Explanatory note

This Supplementary Order Paper amends SOP No 25 amending the Social Security Legislation Rewrite Bill, amending clause 59 to give the Ministry of Social Development the ability to require a beneficiary to meet work-test or work-preparation obligations (and associated sanctions) attached to the equivalent benefit.
