Clause 4
In clause 4 (page 2, after line 11), insert:

must come into force no sooner than 28 days after publication, unless the Minister is satisfied that extraordinary circumstances exist to justify earlier commencement; and

Explanatory note
This Supplementary Order Paper amends the Immigration (COVID-19 Response) Amendment Bill to require that special directions commence no earlier than 28 days after publication unless the Minister is satisfied that extraordinary circumstances exist to justify earlier commencement.
It incorporates amendments recommended by the New Zealand Law Society on the basis that adequate notice of a special direction should be given to the public and adequate time should be given to Immigration New Zealand to implement visa changes made by the Minister.
