Present:
Her Excellency the Governor-General in Council
These regulations are made under section 329(1)(e) of the Accident Compensation Act 2001—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister for ACC made after—
(i)
having had regard to the principles set out in section 166A(2) of that Act; and
(ii)
receiving and considering a recommendation from the Accident Compensation Corporation made in accordance with section 331 of that Act.

Regulations
1 Title
These regulations are the Accident Compensation (Motor Vehicle Account Levies) Amendment Regulations 2026.
2 Commencement
These regulations come into force on 1 July 2026.
3 Principal regulations
These regulations amend the Accident Compensation (Motor Vehicle Account Levies) Regulations 2025.
4 Regulation 3 amended (Interpretation)
In regulation 3, insert in its appropriate alphabetical order:
Ride Forever Gold course means the Corporation’s highest-level motorcycle safety course
5 New regulation 10A inserted (Lower motor vehicle levy rate for person who completes Ride Forever Gold course)
After regulation 10, insert:
10A Lower motor vehicle levy rate for person who completes Ride Forever Gold course
(1)
Part 4 of Schedules 3 and 4 specifies lower motor vehicle levy rates payable by an eligible person instead of the rates prescribed in Part 1 of Schedules 3 and 4.
(2)
For the purposes of subclause (1), a registered person is an eligible person if that person completes a Ride Forever Gold course in accordance with subclause (3).
(3)
The course must—
(a)
be completed during the 2-year period before the commencement of the licensing period; and
(b)
be completed before the person applies for a licence for the motor vehicle in respect of which they are registered; and
(c)
have been completed on or after 1 July 2025.
(4)
However, a person who is deemed to hold a New Zealand driver licence under clause 88 of the Land Transport (Driver Licensing) Rule 1999 is not an eligible person.
6 Schedule 3 amended
(1)
In the Schedule 3 heading, after “10”
, insert “, 10A”

(2)
In Schedule 3, after Part 3, insert the Part 4 set out in Schedule 1 of these regulations.
7 Schedule 4 amended
(1)
In the Schedule 4 heading, after “10”

Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations, which come into force on 1 July 2026, make changes to the Accident Compensation (Motor Vehicle Account Levies) Regulations 2025.
The amendments provide that certain applicants for a motor vehicle licence who have previously completed the Ride Forever Gold course will be eligible for a 25% discount on the annual rate of the motor vehicle levy. (The Ride Forever Gold course is the Accident Compensation Corporation’s highest-level motorcycle safety course.)
The discount is available only in relation to the specified classes of motorcycle. The discount is not available to an overseas driver who is deemed to hold a New Zealand driver licence under the Land Transport (Driver Licensing) Rule 1999.
