An Act to make further Provision for the Representation of the People of New Zealand in Parliament.
BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows:—
1 Short Title.
The Short Title of this Act is “The Representation Act, 1881.”
2 House to consist of ninety-one members, in addition to Maori members.
After the dissolution or expiration of the present Parliament, the House of Representatives shall consist of ninety-one members, over and beyond the members to be elected for Maori electoral districts under the provisions of any Act for the time being in force for the election of Maori members.
3 Colony divided into ninety-one electoral districts.
For the purposes of the election of the said number of members of the said House, the colony shall be divided into ninety-one electoral districts, as the same are respectively named, defined, and set forth in the Schedule to this Act.
There shall be elected for the several districts the number of members specified in the said Schedule.
4 Maps of districts to be prepared by Colonial Secretary.
The Colonial Secretary shall forthwith cause properly-authenticated maps of the said electoral districts to be deposited in the office of the Clerk of the said House.
5 When new rolls to be formed for altered districts.
Within thirty days after the coming into operation of this Act, the Registrar appointed for each electoral district defined in the said Schedule shall form a new electoral roll for such district, in the manner provided by “The Registration of Electors Act, 1879.”
Mode of forming new rolls.
The electoral rolls in force on the day when this Act comes into operation shall be the rolls from which new rolls shall be formed.
Where the boundaries of any electoral district, as described in the said Schedule, are the same as now existing, the electoral roll now in force for such district shall be deemed to have been formed under this Act.
Subject to the provisions of this Act such rolls, when formed, may be added to as provided in “The Registration of Electors Act, 1879.”
6 For purposes of Registration and Qualification of Electors Acts electoral districts deemed constituted six months prior to commencement of this Act.
Every electoral district constituted under this Act shall, for the purposes of “The Registration of Electors Act, 1879,”
and “The Qualification of Electors Act, 1879,”
be deemed to have been constituted six months prior to the date when this Act comes into operation.
7 No person to be put on roll after issue of writ.
It shall not be lawful for the Registrar of any electoral district at any time hereafter, under section six or section nine of “The Registration of Electors Act, 1879,”
to place on the electoral roll of such district the name of any person after the day on which a writ is issued for the election of a member of the House of Representatives for such district, and before such election is concluded.
8 Notice of formation to be gazetted by Colonial Secretary.
Upon such new electoral rolls being so formed, every Registrar shall give notice thereof to the Colonial Secretary, who shall publish the fact in the Gazette; and from the day of such publication the electoral roll so formed for each such district shall be the electoral roll for such district for all purposes.
9 Duration of Act.
This Act shall continue in operation until the first day of December, one thousand eight hundred and eighty-seven, and no longer.
Schedule
Bay of Islands, One Member
This district is bounded towards the West, North, and East by the ocean; towards the South by the Counties of Whangarei and Hobson.
Marsden, One Member
This district is bounded towards the North by the Bay of Islands Electoral District; towards the East by the sea to the mouth of Pakiri River; towards the South by the Road Districts of Omaha, Matakana West, Upper Mahurangi, Tauhoa, Albertland, Pukekaroro, Wairau, Mareretu, and Waikiekie, and the County of Hobson to Wairoa River; thence by the said river to the Road District of Kopuru at the Aratapu Creek, thence by that road district to the sea; and towards the South-west by the sea: together with the adjacent islands.
Rodney, One Member
This district is bounded towards the North by the Marsden Electoral District; towards the East by the sea to the Waiwerawera River; towards the South by the Highway District of Wainui; towards the West and South by the Highway District of Kaukapakapa to the Kaipara Harbour, and by the southern shore of Kaipara Estuary; and towards the West by the ocean: together with the Great and Little Barrier Islands, Kawau, Kaiti, Motuhora, Owaiki, and other adjacent islands.
Waitemata, One Member
This district is bounded towards the North by the Rodney Electoral District; towards the East by the sea and the Waitemata Harbour to the Whau Portage, thence by the said portage to the Manukau Harbour; towards the South by the southern shore of the said harbour; and towards the West by the sea: together with islands in the Waitemata Harbour adjacent.
Auckland North, One Member
This district is bounded towards the North-west by the Waitemata Harbour, from the middle of Union Street to the middle of the Queen-street Wharf; thence towards the East by a line along the middle of the wharf and the middle of Queen Street to the middle of Cook Street; thence towards the South by a line along the middle of Cook and Union Streets to the harbour.
Auckland West, One Member
This district is bounded towards the North by Freeman’s Bay from the middle of Franklyn Road to the middle of Union Street, thence by the Auckland North Electoral District to the middle of Queen Street; thence towards the East by a line along the middle of that street to the middle of Karangahape Road; thence towards the South by a line along the middle of that road and Ponsonby Road to the middle of Franklyn Street; and thence towards the West by a line along the middle of that street to Freeman’s Bay.
Auckland East, One Member
This district is bounded towards the North by Auckland Harbour; towards the West by the centre of Queen Street; towards the South by the centre of Karangahape Road to Symonds Street; towards the South-east by that street to Section No. 34, thence by Sections Nos. 8 and 41, to Grafton Road, thence by said road and Stanley Street to Section 11, thence by a line to and by Allotment No. 96 to and across the Strand; and thence by a right line, 1500 links, along the city boundary to the harbour.
Newton, One Member
This district is bounded towards the North by the Waitemata Harbour; towards the East by the Auckland West Electoral District, Eden Electoral District, and Mount Roskill Highway District; towards the South-west by the Manukau Harbour to the Whau Portage; again towards the West by that portage and the Whau River to the Waitemata Harbour.
Parnell, One Member
This district is bounded towards the North by the Waitemata Harbour; towards the South-east by the Remuera Highway District; towards the South by the Epsom Highway District; towards the South-west by Mount Eden, Eden Terrace, and Karangahape Highway Districts; and towards the North-west by the Auckland East Electoral District.
Eden, One Member
This district is bounded towards the North by the Auckland West Electoral District, the Auckland East Electoral District, and the Parnell Electoral District; thence towards the East by Epsom Highway District and Mount Roskill Highway District; towards the South by Mount Roskill and Whau Highway Districts; and towards the North-west by the Point Chevalier, Arch Hill, and Newton Highway Districts.
Manukau, One Member
This district is bounded towards the North by the Waitemata Harbour; towards the East by the Tamaki River to the Tamaki Portage; towards the South by that portage to the Great South road, and by that road to the Manukau Harbour, and thence by that harbour; towards the West by the Newton Electoral District; again towards the North and West by the Eden and Parnell Electoral Districts to the harbour.
Franklin North, One Member
This district is bounded towards the North by the Tamaki River and Tamaki Straits to the north-western boundary of Waitawa Block; towards the East by that block, the Pekarakara Block, and the Kiripaki Block, to the Confiscation boundary; towards the South-east by that boundary to the road line which forms the south-eastern boundary of Sections Nos. 20 and 24, Parish of Otau, to the Waimako River; thence by that river to the Wairoa River; thence by that river and by the Mangawheau Stream to the southern boundary of Section No. 212, Parish of Hunua; thence towards the South by lines forming the southern boundaries of Sections Nos. 212 and 211 of said parish, and by Sections Nos. 192, 199, 156, 225, 227, and 148, and a line being the production of the northern boundary of the last-mentioned section to the north-east angle of Section No. 169; thence by that section and by Section No. 224, all of the Parish of Opaheke, and by a right line, being the production of the northern boundary of the last-mentioned section to the Great South Road; towards the West by that road and Slippery (or Symonds) Creek to the Hingaia Estuary; thence by that estuary and the Pahurehure Estuary to the Manukau Harbour, and by that harbour; again towards the North by said harbour and the Manukau Electoral District to the Tamaki River: including the Islands of Rakino, Motu Ihi, Bream Rock, Ponui, Motutapu, Waiheke, and other adjacent islands.
Franklin South, One Member
This district is bounded towards the North by the Manukau Harbour, the Pahurehure and Hingaia Estuaries to Slippery (or Symonds) Creek, and thence by the Franklin North Electoral District; towards the East by the Frith of Thames; towards the South by the main road from Pukorokoro to Mercer, as far as the Maramarua River, thence by that river to the Waikato River, and thence by the right bank of that river to the sea; and towards the West by the sea.
Coromandel, One Member
This district is bounded towards the North and East by the sea to a point due east of the confluence of the Hape Creek and the Kauaeranga River; towards the South by a line running due west to the Parawai Highway District; towards the West by that district and the Borough of Thames to the sea; thence by the Firth of Thames and Hauraki Gulf: and including the adjacent islands.
Thames, One Member
This district commences at a point bearing from Trig. Station F 282 degrees 36 minutes 31 seconds, distant 11681¾ links; thence due East to Rocky Point 80 chains; thence bearing 126 degrees 52 minutes, distant 4250 links, to Trig. Station F; thence by a right line to Trig. Station No. 5, Kuranui Hill; thence by a right line to Trig. Station No. 1, Waiotahi Spur; thence by a right line to the middle of the Karaka Road, opposite the middle of Sandes Street; thence along the middle of the Karaka Road to the middle of Rolleston Street; thence along the middle of Rolleston Street to the middle of Hape Creek; thence along the middle of that creek by the north, east, and south boundary lines of Parawai Highway District to the Kauaeranga Stream; towards the South-west by that stream to its confluence with the Hape Creek; thence due West 80 chains; thence by a right line to the point of commencement, a distance of 286 chains or thereabouts.
Waikato, One Member
This district is bounded towards the North by the Franklin South Electoral pistrict and the Frith of Thames; towards the East by the Thames River, to a point due west of Te Aroha Mountain; thence by a line to Te Aroha; thence by Tauranga County and East Taupo County to the Waikato River; and thence towards the West by that river to the Franklin South Electoral District.
Waipa, One Member
This district is bounded towards the North by the Franklin South Electoral District; towards the East by the Waikato Electoral District and the East Taupo County to the Upper Waikato River, and by that river to the 39th parallel of South latitude; towards the South by that parallel of latitude to the Wanganui River; thence towards the West by a right line to the source of the Mokau River; again towards the South by that river to the sea; and again towards the West by the sea to the Waikato River.
Tauranga, One Member
This district is bounded towards the North by the Coromandel Electoral District; towards the East by the sea to Cape Runaway; thence towards the East and South by the Cook and Wairoa Counties to the Rangitaiki River, where the main road from Taupo to Napier crosses it; thence by the Hawke’s Bay County to the 39th parallel of South latitude; again towards the South by that parallel to the Waikato River; and thence towards the West by the Waipa and Waikato Electoral Districts: including adjacent islands.
East Coast, One Member
This district is bounded towards the North and East by the sea, from Cape Runaway to the most southerly point of the Wairoa County; towards the South by the County of Hawke’s Bay; and towards the West and North by Tauranga Electoral District.
Hawke’s Bay, One Member
This district is bounded towards the North by the Tauranga and East Coast Electoral Districts; towards the East by the sea; towards the South by the Counties of Waipawa, Manawatu, and Rangitikei; and towards the West by the Counties of Wanganui and East Taupo: excepting therefrom the Napier Electoral District.
Napier, One Member
This district is bounded towards the North and East by the sea, from the Pilot Station to a point in line with the south boundary of Section No. 586, Town of Napier; thence towards the South by a right line to and along that section and its production to the Inner Lagoon; thence towards the West and again towards the South and West by the said lagoon to Pandora Point; thence by a right line to the beacon on the most westerly point of Maori Island; and thence by a right line to the Pilot Station, the starting point.
Waipawa, One Member
This district is bounded towards the North by the Hawke’s Bay Electoral District; towards the East by the sea; towards the South by the Waimata Stream to its source; thence by a right line to Trig. Station No. 41a; thence by a right line to Trig. Station on Whahatuaro; thence by a right line to the confluence of the Tiraumea and Manawatu Rivers; thence by the Manawatu River to the Manawatu Gorge; thence towards the West by lines from peak to peak along the summit of the Ruahine Range to the Hawke’s Bay Electoral District,
Rangitikei, One Member
This district is bounded towards the North by the Tauranga Electoral District; towards the East by the Hawke’s Bay Electoral District to the summit of the Ruahine Range; thence by a right line to the source of the Oroua River; thence by said river to the northern boundary of the Borough of Feilding; and towards the South-west by that borough to Section 47; thence by Sections 47, 46, 45, 44, 43, 42, 41, 40, 39, 38, 37, and 53, and the road-line forming a portion of the north-eastern boundary of said Section 53 produced to the Rangitikei River, and thence by that river to the sea; towards the South-west by the sea to the mouth of the Wangaehu River; and thence towards the West by that river to its source, and by a right line to the source of the Waikato River, and by that river to the 39th parallel of latitude.
Manawatu, One Member
This district is bounded towards the North-east by the Hawke’s Bay Electoral District; towards the South-east by the Waipawa Electoral District to the Manawatu Gorge; thence by the summit of the Tararua Range to the southwestern boundary of the Township of Fitzherbert; thence towards the South-west by the south-western boundary-lines of said township, from the summit of Tararua Range to the Manawatu River; thence by the Manawatu River to its confluence with the Oroua River; thence by that river to the north-east boundary of the Township of Carnarvon; thence by that township to the town of Sanson; thence by that town and the Hutt Small Farm Block to the Rangitikei River; thence by said river to the Rangitikei Electoral District; and towards the North and West by that electoral district.
Waitotara, One Member
This district is bounded towards the North by the Waipa Electoral District; towards the East by the Waikato River to its source; thence by a right line to the source of the Wangaehu River; thence towards the South-east by that river to the sea; towards the South-west by the sea; and towards the North-west by a line bearing thirty-nine degrees thirty-nine minutes forty-five seconds magnetic from the mouth of the Patea River to the Wanganui River, and thence by that river to the 39th parallel of South latitude: excluding the Electorate of Wanganui.
Wanganui, One Member
This district is bounded towards the East, North-east, and again towards the East by the Wanganui River; towards the South-west by Sections Nos. 11, 9, 8, and 7, Block V., Westmere Survey District, and a road; towards the Northwest by Sections Nos. 12, 13, 2 of 14, 1 of 14, 15, 16, 17, and 18, of aforesaid Block V., and Section No. 19, Block III., said survey district, to a point in line with the boundary-line between said Section No. 19 and Section No. 14; thence again towards the North-east to and along the said boundary to the Wanganui River.
New Plymouth, One Member
Bounded by the sea from Paritutu to the mouth of the Waiwakaiho River; thence by said river to the south boundary of Native Reserve No. 3; thence by south and west boundaries of said reserve to north-east corner of Section 768b, Grey District; thence by a straight line in a south-westerly direction to the north-west corner of Section 477, Grey District; and thence by the Paritutu Line to the sea,

This district is bounded towards the North-west by the sea and the Waipa Electoral District; towards the South-east by the Waipa Electoral District and the Wanganui River to a point due east of Mount Egmont; thence towards the South by a right line due west to the summit of Mount Egmont; and towards the West by a right line from the summit of Mount Egmont to the south-western corner of the New Plymouth Electoral District; and towards the North and West by the said district.
Egmont, One Member
This district is bounded towards the East and North by the New Plymouth and Taranaki Electoral Districts; towards the North-east and South-east by the Waitotara Electoral District; and towards the South-west and West by the sea.
Foxton, One Member
This district is bounded towards the North by the Manawatu and Rangitikei Electoral Districts; towards the East by the summit of the Tararua Range, and by right lines from peak to peak along the summit of the watershed between Porirua Harbour and Port Nicholson to the road forming the boundary between Section 29 and Section 30, Block X., Paikakariki Survey District; thence by said road generally along the summit of the range to Section 59, Block III., Belmont Survey District; thence by Section 17, Block III., Belmont; Sections 437, 436, 432, 351, 349, 348, 344, 343, 340, 339, 331, 330, 329, Hutt District; Sections 27, 26, 25, 36, 37, 38, 18, 17, 13, 10, 8, 6, 4, 3, 2, 1, Horokiwi Road District; and the Harbour District, to Native Reserve Section 9, Porirua; thence by the said Section 9 and a road to Section 96, Ohariu; thence by the Porirua District and Kaiwara District to and by the City of Wellington to the Kilbirnie Highway District, and by that district to the ocean; and thence towards the South and North-west by the ocean to the mouth of the Rangitikei River: together with the Islands of Mana and Kapiti.

Wairarapa North, One Member
This district is bounded towards the North and North-east by the Waipawa Electoral District; towards the South-east by the sea; towards the South-west by the Pahaoa River to the confluence of the Kaikaikuri Stream; thence by a right line in the direction of the south-west corner of Section No. 96 to the Wangaehu Stream; thence towards the West by said stream; towards the South by Sections Nos. 40, 38, 61, 60, 58, and 56 Ahiaruhe Block to the Pohaturiki Stream, and thence by that stream to its confluence with the Ruamahanga River; thence again towards the West by that river to the confluence of the Waingawa River; again towards the South-west by that river to its source, and thence by a right line in a North-westerly direction to the summit of the Tararua Range at Mount Dundas; and again towards the West by the summit of the said range to the Manawatu Gorge.
Wairarapa South, One Member
This district is bounded towards the North-east by the Wairarapa North Electoral District, from the summit of the Tararua Range to the sea; towards the South-east and South by the sea to the Taourakira Head; and thence towards the West by the Rimutaka and Tararua Ranges to Mount Dundas.
Thorndon, One Member
This district is bounded towards the West, North, and East by the limits of the Borough of Wellington, to a point in line with the continuation of Taranaki Street, thence by that line and street to Taranaki Place; towards the South by Taranaki Place, Dixon Street, Woolcombe Street, Mount Street, the road leading to and by Upland Farm, to the boundary of the borough.
Te Aro, One Member
This district is bounded towards the North by the Thorndon Electoral District and by Lambton Harbour, to a point at which the eastern boundary of Section No. 220 produced intersects the City boundary; towards the East by that line and its production to Courtenay Place, thence by Tory Street; towards the South by Buckle Street; again towards the East by Taranaki Street, Wallace Street, and Bidwell Street, and by Section No. 685 and the production of the western side of said Section No. 685 to boundary of borough; and towards the West by the western boundary-lines of the Borough of Wellington.
Wellington South, One Member
This district is bounded towards the North by the Northern boundary-lines of the Borough of Wellington, and by the sea; towards the East and South by the sea to the western boundary of Kilbirnie Highway District; thence towards the West by the Foxton Electoral District to the City of Wellington; thence towards the North and East by the Electoral Districts of Thorndon and Te Aro; and again towards the West by the Electoral District of Te Aro to the boundary of the Borough of Wellington, in Lambton Harbour.
Picton, One Member
This district is bounded towards the North and East by the sea from Elaine Bay, in Tennyson Inlet, to the mouth of the Wairau River; towards the South by the Wairau River and Tophouse Creek to where the road from Nelson crosses the latter; thence towards the West by right lines passing over Ben Nevis, Mount Rintoul, Mount Richmond, Dun Mountain, Saddle Hill, Mount Duppa, Castor Peak, Elliot Peak, Mount McLaren, and the summit of the watershed to Elaine Bay, the starting point: together with Arapawa and other adjacent islands.
Nelson, One Member

This district is bounded towards the North-west and North-east by the sea to the Waimea Survey District; thence towards the South-east and South by Sections 53, 52, 52a, 50, 66, and 67 of said district; thence by Sections Nos. 30, 32, 35, 39, 38, 37, 186, 188, 190, 213, 167, 107, 105, 103, 101, 99, 98, and 168, Wai-iti Survey District, to western corner of last-mentioned section; thence by a right line to North-eastern corner of Section No. 169 of said district; thence by that section, and Sections Nos. 86, 63, and 62, to Stanley Brook; thence by Sections Nos. 78 and 77 of above-named district to the Motueka River; thence by that river to the watershed between the Rivers Tadmor and Motupiko, at the southern boundary of Section 136; thence by that watershed to the Merino Mountains; thence by that range and by the Lyell Mountains to the summit of Mount Arthur; thence by a right line to Snowdon; thence by a right line to Domett; and thence by a right line to Kohaihai Bluff.
Waimea, One Member
This district is bounded towards the West by the Motueka Electoral District; towards the North by the sea; towards the East and South-east by the Picton and Wairau Electoral Districts; and towards the South-west by the Inangahua County: excluding from the above description the Electoral District of Nelson, and including D’Urville and other adjacent islands.
Wairau, One Member
This district is bounded towards the North by the Picton Electoral District; towards the East by the sea; towards the South and West by the Clarence River to its source; thence towards the North-west by the summit of St. Arnaud Mountains to Picton Electoral District.
Buller, One Member
This district is bounded towards the North and North-east by the Motueka Electoral District and the Waimea Electoral District; towards the East by the summit of St. Arnaud and Spencer Mountains to Mount Una; thence towards the South by a right line through the confluence of the Warwick with the Maruia, to the Brunner Range; thence by a line to the confluence of the Colin with the Inangahua River; thence by a right line running due West to Buckland Peaks; again towards the South-east by the summit of the watershed of the Paparoa Mountains; again towards the South by the Razorback Creek; and towards the North-west by the sea.
Inangahua, One Member
This district is bounded towards the North by the Buller Electoral District; towards the East by the summit of the Spencer Range to the saddle between the Hurunui and Teremakau Rivers; thence towards the South-west by a right line to the outflow of the Arnold River from Lake Brunner; thence by the said Arnold River to the Grey River; thence again towards the South-west by the said Grey River to a point one-and-a-half miles east of the mouth of Coal Creek; thence towards the West by a right line to the summit of the nearest spur of the Paparoa Mountains; and thence by the summit of said mountains to the source of the Razorback Creek.
Greymouth, One Member
This district is bounded towards the North by the Buller Electoral District; thence towards the East and the North-east by the Reefton Electoral District to the saddle between the Hurunui and the Teremakau Rivers; thence towards the South by the said Teremakau River to the ocean; and thence towards the West by the ocean to Razorback Creek.
Cheviot, One Member
