These regulations are made under sections 407(1)(a) and 415 of the Civil Aviation Act 2023—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Transport made under section 415(1) of that Act.

Regulations
1 Title
These regulations are the Civil Aviation Charges Regulations (No 2) 1991 Amendment Regulations 2025.
2 Commencement
These regulations come into force on 1 July 2025.
3 Principal regulations
These regulations amend the Civil Aviation Charges Regulations (No 2) 1991.
4 Regulation 10A amended (Airport identity card)
(1)
In regulation 10A(1), replace “rule 19.357(a), Part 19”
with “rule 139.209(a), Part 139”
.
(2)
In regulation 10A(2), replace “rule 19.357(h), Part 19”
with “rule 139.209(h), Part 139”
.
5 Regulation 21 amended (Services provided outside New Zealand)
Replace regulation 21(b)(ii) with:
(ii)
in any other case,—
(A)
for the period from 1 July 2014 to 30 June 2025, at the rate of $284 per person hour:
(B)
from 1 July 2025, at the rate of $312.40 per person hour.
6 Regulation 23 amended (Provision of advice or aeronautical information)
Replace regulation 23(1)(b) with:
(b)
in any other case,—
(i)
for the period from 1 July 2014 to 30 June 2025, a charge calculated at the rate of $284 per person hour:
(ii)
from 1 July 2025, a charge calculated at the rate of $312.40 per person hour.
7 Schedule 1 amended
(1)
In Schedule 1, clause 1, definition of standard rate, replace “$284”
with “$312.40”
.
(2)
In Schedule 1, replace Part 1 with the Part 1 set out in the Schedule of these regulations.
(3)
In Schedule 1, replace clause 3, with:

Explanatory note
This note is not part of the regulations but is intended to indicate their general effect.
These regulations, which come into force on 1 July 2025, amend the Civil Aviation Charges Regulations (No 2) 1991 (the principal regulations).
The amendments update references in the principal regulations to the Civil Aviation Rules to take into account new rules that came into effect on 5 April 2025.
The amendments increase—
the hourly charge payable by an applicant or operator in respect of the travelling time of a person employed by the Civil Aviation Authority of New Zealand (the Authority) or engaged by the Director of Civil Aviation who provides services to the applicant or operator outside New Zealand; and
the hourly charge payable by a person in respect of advice or aeronautical information provided to that person by the Authority in relation to any licence, rating, certificate, approval, or monitoring; and
fees for personnel licensing, including the standard rate; and
aircraft-related fees and charges.
Cost recovery impact statement
The Civil Aviation Authority of New Zealand produced a cost recovery impact statement on 4 December 2024 to help inform the decisions taken by the Government relating to the contents of this instrument.
