These regulations are administered by the Ministry of Foreign Affairs and Trade.
Pursuant to the Tokelau Act 1948, Her Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following regulations.
Regulations
1 Title and commencement

(1) These regulations may be cited as the Tokelau Coinage (Commemorative Coins) Regulations (No 2) 1994.
(2) These regulations shall come into force on the 28th day after the date of their notification in the Gazette.
2 Tokelau 1994 Queen Elizabeth the Queen Mother Commemorative Five Dollars

(1) The Administrator of Tokelau shall cause to be made and issued a commemorative coin to be known as the Tokelau 1994 Queen Elizabeth the Queen Mother Commemorative Five Dollars, which shall be legal tender only in Tokelau.
(2) The design for the coin shall be as follows:
(a) for the obverse impression, the effigy of Her Majesty the Queen in profile wearing a diadem. A border pattern around the periphery of the coin shall consist of 18 groups of 3 dots (each group representing the 3 atolls of Tokelau). Between the border pattern and the top of the effigy shall appear the expression
“TOKELAU • 1994”
:
(b) for the reverse impression, the effigy of Her Majesty the Queen seated on a settee and holding in her arms His Royal Highness the Prince of Wales as a baby, with the effigy of Her Majesty the Queen Mother seated to the right of Her Majesty the Queen. The expression
“BIRTH OF GRANDSON PRINCE CHARLES”
shall appear immediately above the effigies, and the expression“1948”
shall appear immediately below the effigies. The expressions“QUEEN ELIZABETH THE QUEEN MOTHER”
and“5 LIMA TALA”
shall appear around the periphery of the coin, with the expression“QUEEN ELIZABETH THE QUEEN MOTHER”
being above the effigies, and the expression“5 LIMA TALA”
being below the effigies.
3 Composition, weight, diameter, and edge treatment
The Tokelau 1994 Queen Elizabeth the Queen Mother Commemorative Five Dollars—
(a) shall be made of 925 fine silver; and
(b) shall weigh 31.47 grammes, except that in the making of the coin a tolerance (in excess or deficiency) of 3% shall be allowed; and
-
(c) shall be circular with a diameter of 38.6 millimetres, except that in the making of the coin the following tolerances shall be allowed:
(i) in excess, 0.1 millimetres:
(ii) in deficiency, 0.05 millimetres; and
(d) shall have a reeded edge.

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations prescribe the design for a commemorative coin to be made and issued by the Administrator of Tokelau. The coin is to be known as the Tokelau 1994 Queen Elizabeth the Queen Mother Commemorative Five Dollars. The coin is to be legal tender only in Tokelau.
The reverse impression of the coin is illustrated below. The obverse impression uses the Maklouf design for the effigy of Her Majesty the Queen.

2 Status of reprints

Under section 16D of the Acts and Regulations Publication Act 1989, reprints are presumed to correctly state, as at the date of the reprint, the law enacted by the principal enactment and by the amendments to that enactment. This presumption applies even though editorial changes authorised by section 17C of the Acts and Regulations Publication Act 1989 have been made in the reprint.
This presumption may be rebutted by producing the official volumes of statutes or statutory regulations in which the principal enactment and its amendments are contained.
3 How reprints are prepared
A number of editorial conventions are followed in the preparation of reprints. For example, the enacting words are not included in Acts, and provisions that are repealed or revoked are omitted. 4 Changes made under section 17C of the Acts and Regulations Publication Act 1989

Section 17C of the Acts and Regulations Publication Act 1989 authorises the making of editorial changes in a reprint as set out in sections 17D and 17E of that Act so that, to the extent permitted, the format and style of the reprinted enactment is consistent with current legislative drafting practice. Changes that would alter the effect of the legislation are not permitted.
A new format of legislation was introduced on 1 January 2000. Changes to legislative drafting style have also been made since 1997, and are ongoing. To the extent permitted by section 17C of the Acts and Regulations Publication Act 1989, all legislation reprinted after 1 January 2000 is in the new format for legislation and reflects current drafting practice at the time of the reprint.
In outline, the editorial changes made in reprints under the authority of section 17C of the Acts and Regulations Publication Act 1989 are set out below, and they have been applied, where relevant, in the preparation of this reprint:
