These rules are administered by the New Zealand Lotteries Commission.
Pursuant to section 243 of the Gambling Act 2003, the Minister of Internal Affairs approves the Lotto Amendment Rules 2007, as set out in the Schedule, which were made by the New Zealand Lotteries Commission on 18 September 2007.

Lotto Amendment Rules 2007
Preamble
Pursuant to section 243 of the Gambling Act 2003, the New Zealand Lotteries Commission makes the following rules.
1 Title
These rules are the Lotto Amendment Rules 2007.
2 Commencement
These rules come into force on 28 October 2007.
3 Principal rules amended
These rules amend the Lotto Rules 2000.
4 Interpretation
(1)
The definition of board in rule 3 is amended by omitting “1 and 8”
in each place where it appears and substituting in each case “1 and 10”
.
(2)
The definition of lotto powerball selection in rule 3 is amended by omitting “1 and 8”
and substituting “1 and 10”
.
(3)
The definition of lotto powerball winning number in rule 3 is amended by omitting “1 and 8”
and substituting “1 and 10”
(4)
Paragraph (b) of the definition of lucky dip selection in rule 3 is amended by omitting “1 and 8”
and substituting “1 and 10”
(5)
Paragraph (b) of the definition of player selection in rule 3 is amended by omitting “1 and 8”
and substituting “1 and 10”

5 Amount of prize pool for game of lotto powerball
Rule 32(2) is amended by omitting “3%”
and substituting “5%”
.
6 Division of prizes and allocation of prize pool for lotto powerball
Rule 33 is amended by revoking subclause (2) and substituting the following subclause:
(2)
The prize pool for a game of lotto powerball determined in accordance with rule 32(1), less any amount set aside for the prize reserve fund under rule 32(2), must be allocated between the prize divisions as follows:
(a)
division one, 83.4%:
(b)
division two, 2.6%:
(c)
division three, 2.6%:
(d)
division four, 0.7%:
(e)
division five, 5.4%:
(f)
division six, 5.3%.
7 Prize reserve fund
Rule 37(2) is amended by inserting “, either before or after a drawing,”
after “may”
.

Explanatory note
This note is not part of the rules, but is intended to indicate their general effect.
These rules, which come into force on 28 October 2007, amend the Lotto Rules 2000. The amendments implement changes that will have the effect of increasing the starting jackpot for week 1 of the current jackpot cycle for lotto powerball.
Specifically, these rules—
change the lotto powerball selection from a group of numbers between 1 and 8 numbers (inclusive) to 1 and 10 numbers (inclusive):
re-adjust the allocation of the prize pool for the lotto powerball prize divisions:
increase from 3% to 5% the maximum percentage amount that may be set aside from out of the prize pool for each game of lotto powerball and that is to be paid into the prize reserve fund from ticket sales for the game:
make other technical changes to the rules.
