United Nations Sanctions (Iran) Amendment Regulations 2007: revoked, on 2 September 2010, pursuant to regulation 30 of the United Nations Sanctions (Iran) Regulations 2010 (SR 2010/264).

Preamble
At Wellington this 12th day of November 2007
Pursuant to section 2 of the United Nations Act 1946, His Excellency the Governor-General, acting—
(a) on the advice and with the consent of the Executive Council; and
(b) for the purpose of giving effect to resolution 1747 (2007) of the Security Council of the United Nations, adopted pursuant to the United Nations Charter on 24 March 2007, calling upon the Government of New Zealand and all other member States of the United Nations to apply in respect of Iran the measures set out in that resolution,—
makes the following regulations.

1 Title
These regulations are the United Nations Sanctions (Iran) Amendment Regulations 2007.
2 Commencement
These regulations come into force on 14 December 2007.
3 Principal regulations amended
These regulations amend the United Nations Sanctions (Iran) Regulations 2007.
4 Interpretation
-
(1) Regulation 3(1) is amended by inserting the following definition in its appropriate alphabetical order:
“arms includes—
“(a) related materiel of all types (for example, weapons, ammunition, military vehicles and equipment, or paramilitary equipment); and
“(b) spare parts for any arms, or for any goods specified in paragraph (a)”.
(2) The definition of Committee in regulation 3(1) is amended by omitting
“the resolution”
and substituting“resolution 1737 of the Security Council of the United Nations”
.(3) Regulation 3(1) is amended by revoking the definition of designated persons and substituting the following definition:
“designated persons means persons or entities designated in the Annex to resolution 1737 (2006) of the Security Council of the United Nations or in Annex 1 to resolution 1747 (2007) of the Security Council of the United Nations or designated by the Security Council of the United Nations or the Committee for the purposes of those resolutions”.
(4) Regulation 3(1) is amended by revoking the definition of resolution.
(5) Paragraph (d)(ii) of the definition of specified nuclear weapon, missile, or enrichment-related goods in regulation 3(1) is amended by omitting
“the resolution”
and substituting“resolution 1737 of the Security Council of the United Nations”
.(6) Regulation 3(3) is amended by inserting the following paragraph after paragraph (b):

“(ba) a list of the names of all or any of the following goods:
“(i) any goods referred to in the definition (in subclause (1)) of nuclear weapon, missile, or enrichment-related goods:
“(ii) any goods referred to in paragraphs (a), (b), and (c) of the definition (in subclause (1)) of specified nuclear weapon, missile, or enrichment-related goods:”
(7) Regulation 3(3) is amended by revoking paragraphs (c) and (d) and substituting the following paragraphs:
“(c) any additions to, or deletions from, any of the lists referred to in paragraphs (a), (b), and (ba):
“(d) any determinations of the kind referred to in paragraph (d) of the definition (in subclause (1)) of specified nuclear weapon, missile, or enrichment-related goods.”
5 Procurement of nuclear weapon, missile, or enrichment-related goods

(1) The heading to regulation 11 is amended by adding
“, or arms”
.(2) Regulation 11(1) is amended by inserting
“or arms”
after“enrichment-related goods”
.(3) Regulation 11(2) is amended by inserting
“or arms”
after“goods”
in each place where it appears.
6 Heading amended
The heading above regulation 12 is amended by adding
“, or arms”
.
7 Carriage of nuclear weapon, missile, or enrichment-related goods

(1) The heading to regulation 12 is amended by adding
“, or arms”
.(2) Regulation 12(1) is amended by inserting
“or arms”
after“goods”
in each place where it appears.(3) Regulation 12(2) is amended by inserting
“or arms”
after“goods”

8 Liability of owner, charterer, master, or pilot in command
Regulation 13(2) is amended by inserting
“or arms”
after“goods”
in each place where it appears.
9 Preconditions to consent

(1) Regulation 17(a) is amended by omitting
“the resolution”
and substituting“resolution 1737 (2006) of the Security Council of the United Nations or paragraphs 4 and 5 of resolution 1747 (2007) of the Security Council of the United Nations”
.(2) Regulation 17(b) is amended by omitting
“the resolution”
and substituting“resolution 1737 (2006) of the Security Council of the United Nations”
