Bullseye Amendment Rules 2025
These rules are made by the New Zealand Lotteries Commission (Lotto New Zealand) under section 243 of the Gambling Act 2003 after approval by the Minister of Internal Affairs.

Rules
1 Title
These rules are the Bullseye Amendment Rules 2025.
2 Commencement
These rules come into force on 29 September 2025.
3 Principal rules
These rules amend the Bullseye Rules 2009.
4 New rule 4A inserted (Transitional, savings, and related provisions)
After rule 4, insert:
4A Transitional, savings, and related provisions
The transitional, savings, and related provisions set out in Schedule 1 have effect according to their terms.
5 Rule 10 replaced (Application of certain rules)
Replace rule 10 with:
10 Application of rules 11 to 17
(1)
Rules 11, 12, and 13 to 17 apply to a ticket issued in printed form by a terminal.
(2)
Rules 11, 12A, 13(1) and (3), and 15 apply to a ticket issued electronically.
6 Rule 12 amended (Cancellation of ticket)

7 New rule 12A inserted (Cancellation of ticket issued electronically)
After rule 12, insert:
12A Cancellation of ticket issued electronically
(1)
A ticket issued electronically may be cancelled only by the Commission and only if—
(a)
the Commission considers on reasonable grounds that the ticket was incorrectly or fraudulently produced; or
(b)
the ticket was issued for the purposes of system testing undertaken by the Commission.
(2)
If a ticket issued electronically is cancelled, all selections recorded on the ticket are cancelled.
8 New Schedule 1 inserted
Insert the Schedule 1 set out in the Schedule of these rules as the first schedule to appear after the last rule of the principal rules.

Part 1 Provision relating to Bullseye Amendment Rules 2025
1 Cancellation of ticket issued electronically before 29 September 2025
(1)
This clause applies to a ticket that was issued electronically before 29 September 2025.
(2)
The ticket may be cancelled under rule 12A (as inserted by the Bullseye Amendment Rules 2025) as if it had been issued electronically on or after 29 September 2025.

Explanatory note
This note is not part of the rules but is intended to indicate their general effect.
These rules, which come into force on 29 September 2025, amend the Bullseye Rules 2009 to—
clarify which rules relating to entry into a game, cancellation of tickets, player responsibility, selections, and players’ agents apply to tickets issued in printed form by a terminal and which apply to tickets issued electronically:
clarify that rule 12 applies only to tickets issued in printed form by a terminal:
insert new rule 12A, which sets out the circumstances in which a ticket issued electronically may be cancelled:
insert a transitional provision to provide that tickets issued electronically before 29 September 2025 may be cancelled under new rule 12A as if they had been issued electronically on or after that date.
