These regulations are made under section 445(1) of the Maritime Transport Act 1994 on the advice and with the consent of the Executive Council.
Regulations
1 Title
These regulations are the Maritime (Charges) Amendment Regulations 2022.
2 Commencement
These regulations come into force on 26 August 2022.
3 Principal regulations
These regulations amend the Maritime (Charges) Regulations 2014.
4 Schedule 1 amended
In Schedule 1, Part A, after the item relating to marine environment protection audits and inspections, insert:
International energy efficiency certificate (IEEC)
International air pollution prevention certificate (IAPPC)
Engine international air pollution prevention certificate (EIAPPC)
Statement of Compliance relating to fuel oil consumption
Verification of a ship energy efficiency management plan (SEEMP)

Explanatory note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on 26 August 2022, amend the Maritime (Charges) Regulations 2014 (the principal regulations).
These regulations amend Part A of Schedule 1 of the principal regulations to enable Maritime New Zealand to charge for the time needed to issue certain types of certificates and certain statements of compliance and to verify changes to management plans relating to relevant ships.
The issuing of those certificates and statements of compliance and the verification of changes to those management plans give effect to New Zealand’s international obligations following New Zealand’s accession to Annex VI of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL). Annex VI of MARPOL enters into force for New Zealand on 26 August 2022.
