Proposed amendments
Eugenie Sage, in Committee, to move the following amendments:
Clause 3
In clause 3, delete the definition of Lookout Point land (lines 8 and 9 on page 2).
Cross-heading above clause 5
In the cross-heading above clause 5, delete “(other than Lookout Point land)”
(lines 19 and 20 on page 2).
Clause 7 and cross-heading
Delete clause 7 and the cross-heading above clause 7 (lines 5 to 15 on page 3).
Part 3 of the Schedule
In the Schedule, delete Part 3 (page 4).
Explanatory note
This Supplementary Order Paper removes clause 7 from the Bill, which names Lookout Point land as endowment land so that the council may sell it. There is community opposition to this clause as it would allow the sale and development of land that has been used as a reserve for many years.
Officials’ advice was that, historically, the land was not correctly gazetted as a council reserve for reserve purposes. Submitters’ evidence to the select committee, however, was that Lookout Point has been used as a public reserve since the 1890s, and was designated as a reserve in the District Plan until 2005. There were strong submissions opposing the potential sale for a subdivision.
