Misuse of Drugs (Classification of BZP) Amendment Bill
Proposed amendment
Dr Paul Hutchison, in Committee, to move the following amendment:
Part 1
To insert after clause 5 the following new clause (after line 14 on page 2):
5A Review of classification
(1) The operation of the clauses added to Part 1 of Schedule 3 by Schedule 1 of this Act and the items inserted into clause 1 of Schedule 5 by Schedule 2 of this Act must be reviewed within 2 years and 6 months from the date of enactment of this Act.
(2) This must be undertaken by the Expert Advisory Committee on Drugs established under section 5AA of the Misuse of Drugs Act 1975.
(3) A report on the effects of the reclassification of BZP and related substances must be presented to the House of Representatives by the Expert Advisory Committee on Drugs within 1 month of the end of the period in subsection (1).
Explanatory note
This Supplementary Order Paper amends the Misuse of Drugs (Classification of BZP) Amendment Bill. The amendment requires that the effects of the reclassification of BZP be monitored by the Expert Advisory Committee on Drugs and that this Committee present a report to the House of Representatives within a specified time. There has been great concern from submitters and the select committee report, as to what is the effect of the reclassification (including social effects). There is a widespread view that action against illicit drug use should be on an evidence base.
