(1)
Before 30 October 2023, the Minister is required to consider whether regulations could be made that permit the safe export of cattle, on a case-by-case basis, under a conditional licensing regime.
(2)
If the Minister is satisfied that regulations could be made to permit the safe export of cattle, on a case-by-case basis, under a conditional licensing regime, the Minister must recommend the making of regulations that allow for individual exports of live cattle to be granted on a case-by-case basis.
Explanatory note
This Supplementary Order Paper amends the Animal Welfare Amendment Bill. The Bill seeks to ban all livestock exports by sea from 30 April 2023. This Supplementary Order Paper introduces a requirement for the Minister to review whether a conditional licensing regime could be implemented via regulation. If the Minister considers regulations could be made, the Minister must make regulations for a conditional licensing regime that allows the Director-General to permit certain live exports of cattle on a case-by-case basis.
