Proposed amendments
Tracey Martin, in Committee, to move the following amendments:
New clause 9A
After clause 9 (after line 27 on page 6), insert:
9A Arts Council to prepare strategic plan
(1) The Arts Council must, after public consultation, prepare and publish a 5-year strategic plan.
(2) The strategic plan must outline—
(a) the significant policies and objectives of the Arts Council:
(b) the nature and scope of the significant activities, accountability mechanisms, and consultation procedures to be undertaken or implemented:
(c) an explanation of any significant differences between the policies, objectives, and activities specified in the strategic plan and those specified in the previous strategic plan.
(3) The strategic plan must be prepared as soon as practicable after the beginning of every fifth financial year.

with “to”

Explanatory note
This Supplementary Order Paper inserts in the Bill the requirement currently found in section 10 of the Arts Council of New Zealand Toi Aotearoa Act 1994 for the Arts Council to consult and create a strategic plan. The requirement is modified by increasing the period between strategic plans from 3 to 5 years. The Supplementary Order Paper also replaces “may” with “to”
in the heading to clause 14, and replaces “may” with “must” in clauses 15(1) and 16(1), to require the Arts Council to designate and fund community arts providers, and to establish community arts councils.
