Schedule 6
After clause 30B(3) of Schedule 6 (page 733, after line 36), insert:

Despite subclause (2), the content required by section 58(f) must be included in the first national planning framework.
Explanatory note
This Supplementary Order Paper would amend the requirements for the content of the first National Planning Framework so that it must include direction on urban trees. Without this change, it is unlikely that such direction would be provided in the first version of the National Planning Framework. That would leave urban trees vulnerable to continued felling in the absence of effective rules in city and district plans. Urban trees provide shade and reduce the heat island effect of built up areas which is likely to become more obvious with a changing climate. They make space for nature, enhance the amenity of our cities, and provide habitats and food for wildlife. They help enhance air quality, reduce soil erosion, soak up rain, and reduce stormwater runoff to beaches and streams; and sequester carbon.
