Proposed amendments
Le’aufa’amulia Asenati Lole-Taylor, in Committee, to move the following amendments:
New clause 27A
After clause 27 (page 23, after line 22), insert:
27A Safety checks of regular volunteers
(1) A person must not, in the capacity of a regular volunteer, act as a children’s worker, unless that person has undergone a background safety check that complies with section 31.
(2) In this section, regular volunteer means a person who provides services on an unpaid and ongoing basis to a specified organisation.
New clause 27B
After clause 27 (page 23, after line 22), insert:
27B Safety checks of bus drivers and taxi drivers
A person must not, in the capacity of a bus driver or taxi driver, act as a children’s worker, unless that person has undergone a background safety check that complies with section 31.
Explanatory note
This Supplementary Order Paper supersedes Supplementary Order Paper No 438. New clause 27A would include a requirement in the Bill for regular volunteers who act as children’s workers, to undergo safety background checks in accordance with clause 31. A regular volunteer is defined as someone who provides their services on an unpaid and ongoing basis, and should exclude volunteers who provide their services on a one-off basis. New clause 27B would include a similar requirement in the Bill for bus drivers and taxi drivers who act as children’s workers to undergo safety background checks in accordance with clause 31. Safety background checks of regular volunteers, bus drivers, and taxi drivers who act as children’s workers are to ascertain that there is nothing in their background or history that would suggest that they are not a proper person to work with children and young people.
